Most of them are compulsory under a different instrument rather than under a Quality Control Order, such as the Gas Cylinder Rules, 2016 or the Infant Milk Substitutes Act, 1992. The rest are still being identified.

What is a Quality Control Order?
A QCO is a legal notification under the BIS Act. It is how a product becomes compulsory for BIS certification in India.
A ministry issues the order
The order is published in the Gazette of India. It names the products covered and the Indian Standard each one must meet.
BIS certification becomes compulsory
Once notified, no person may manufacture, import, store, sell or distribute those products without BIS certification.
You get certified for your route
Indian manufacturers take an ISI licence. Importers and overseas factories use CRS registration or FMCS.
Non-compliance is enforced
Penalties under the BIS Act run to ₹5 lakh and up to 2 years, imported goods can be seized by customs, and listings on e-commerce platforms such as Amazon and Flipkart get delisted.
