Does my Chinese supplier need BIS, or do I?

BIS registration is manufacturer-led. Your Chinese supplier must hold the BIS registration (or you need an AIR arrangement). You, as the importer, cannot directly register unless you are also the brand owner with manufacturer authorization.

Can I import first and certify later?

No. BIS rules state that goods landing on or after the QCO effective date must comply. Customs will seize non-certified goods. You cannot import first and certify later for mandatory products.
