New BIS QCOs in 2026: Complete List of 30+ Products Becoming Mandatory

30+ products becoming mandatory for BIS certification from July-December 2026. Furniture, electrical appliances, hand tools, aluminium products, chemicals, and more. Full list with dates, IS standards, and affected industries.

The Indian government is adding 30+ new product categories to mandatory BIS certification between July and December 2026. If you manufacture, import, or sell any of these products, you need BIS certification before the effective date | or face customs seizure, marketplace delisting, and penalties up to ₹5 lakh.

QCOs Already Active in 2026

Three major mandates are already in force as of June 2026:

1. Furniture QCO (Active since February 2026)

  • Covers: work chairs, general chairs, tables, desks, storage units, beds, bunk beds
  • Standards: IS 17631-17636:2022
  • General industry deadline: 13-14 February 2026
  • Small/micro enterprises get extended timelines (up to August 2026)
  • Tiny Udyam units (investment ≤₹1Cr, turnover ≤₹5Cr) are permanently exempt
  • Special provisions: 12-month stock sell-through, 180-day import transit exemption, R&D imports up to 200 units/year

2. Household Electrical Appliances QCO (Active since March 2026)

  • Covers 90 appliance categories under IS 302 (Part 1):2024 / IEC 60335-1:2020
  • General industry: 19 March 2026
  • Small enterprises: 19 June 2026
  • Micro enterprises: 19 September 2026
  • Includes battery-operated and DC-supplied variants
  • Note: A replacement QCO takes effect 1 October 2026 with new deadlines

3. Flashlight QCO (Micro-enterprise phase-in: January 2026)

  • Standard: IS 2083:2024
  • General industry was 27 July 2025
  • Micro-enterprises got a 12-month extension into late January 2026

What Happens When a QCO Takes Effect

After the effective date, no one may manufacture, import, distribute, sell, store, or exhibit the covered product without a valid BIS licence. This applies equally to domestic goods and imports. Foreign manufacturers must use FMCS for Scheme-I products.

There is no universal grace period. Each QCO may have its own transition rules. Modern QCOs often include: staggered dates for MSMEs, legacy stock sell-through (typically 6 months), R&D import exemptions (up to 200 units/year), and transit exemptions for goods already on ships with pre-implementation Bills of Lading.

Recent QCOs Businesses Are Still Scrambling For

In February 2026, DPIIT issued blanket transition exemptions covering 26 QCOs from July 2024 through October 2025 | proving that many businesses were still not compliant. These included footwear, laboratory glassware, kitchen appliances, fans, copper products, plywood, air coolers, hinges, and flashlights.
